Advocating for recreation since 1959 Request for Proposals Overview Founded in 1959, California Four Wheel Drive Association, Inc. is a non-profit organization and has actively promoted the advancement of vehicle-oriented outdoor recreation. We are the largest organization of this type in California and represent owners of all makes and models of 4WD vehicles, as well as non-owners who support responsible vehicle-oriented recreation and advocating to keep public lands public. The California Four Wheel Drive Association (C4WDA) hereinafter referred to as the Association is accepting proposals for its contracted support. These contracts currently include: 1. In Gear Editor 2. Web Page Editor 3. Database Administrator 4. QuickBooks Consultant 5. Natural Resources Consultant Each contract is for up to a one-year term commencing on or about July 1, 2023. Written proposals should be submitted no later than April 15, 2023, to the attention of the President of C4WDA at 8120 36th Ave. Sacramento, CA 95824. Proposals should address: • Qualifications to execute contract • Fees and payment schedule to execute contract • Specific services to be performed under the proposal (as a minimum address the points included in the requirements for each position) Notes for applicant • This is posted as a contract, not for employment • Contractor shall provide their own office, computers, software and any tools necessary for executing the contract • Contractor shall be licensed as a small business, LLC or equivalent. • Contractor shall have appropriate software licenses for any software that is used • Contractor shall carry general liability/automotive insurance • Contractor shall be responsible for all tax withholding, etc. California Four Wheel Drive Association, Inc. Advocating for recreation since 1959 Request for Proposals In Gear Editor Basic Function: Contracted by the Board of Directors, the In Gear Editor is under the supervision of the Association President. The In Gear Editor is responsible for producing the Association’s printed magazine, the In Gear. This includes solicitation of articles, advertising, production, and coordination of distribution of the magazine. Guidelines: Within the Articles of Incorporation, Bylaws, Standard Operating Procedures of the Association (available upon request), and Board adopted policies, the In Gear Editor performs the following duties outlined within the approved In Gear Editor contract under the following guidelines: 1. Create a periodic publication consisting of approximately 24-40 pages in length of which approximately 30-40% is advertising. 2. Solicitation of articles and content for the publication. 3. Establishment of a deadline for submission of material to meet publication and mailing dates. 4. Ensure that articles, photographs and advertisements that appear in publication are consistent with the goals and guidelines set forth by the Association. 5. Solicit new advertisers to increase profitability, maintain current advertisers, and to forward billing information to the Association’s business office. 6. Create professional and aesthetic layouts. Strive for accuracy. Print and distribute the publication on time. 7. Handle all aspects of distributing the publication, including establishment of mailing permits in accordance with postal service regulations. 8. Attend Association Board of Director meetings and other meetings and events as necessary, virtually or in person. 9. Prepare annual Statement of Mailing per the US Postal Service regulations. 10. Convert and upload In Gear printed publications to SimpleBooklet. 11. Submit a quarterly report on In Gear profit and loss to the Association Board of Directors, at each BOD meeting. Advocating for recreation since 1959 Request for Proposals Web Page Editor Basic Function Contracted by the Board of Directors, the Web Page Editor is under the supervision of the President and is responsible for the production and maintenance of the association’s web pages. This includes solicitation of content, articles, advertising, production, and coordination of web pages and posting of material. The Web Page Editor also produces periodic email campaigns to keep the association’s membership informed of current issues. The association’s current web pages may be viewed at https://cal4wheel.com. Within the Articles of Incorporation, Bylaws, Standard Operating Procedures of the Association, and the Board adopted policies, the web page editor performs the following duties: 1. Gather information from the Board of Directors, state and event chairs, contractors, and general membership. 2. Design main web page and all linked pages for cal4wheel.com and namrc.com. 3. Make recommendations to the Board as to appropriate action on matters concerning the websites and domain names. 4. Submit written reports to all Board of Director meetings. 5. Maintain in a conscientious and orderly fashion all files, maps, photographs, and videotapes related to the website. Such files may be kept at contractor’s business address, but it is fully acknowledged by the contractor that such materials are the client’s property and are available for client review and shall be returned to client upon the termination or completion of the contract. 6. Maintain the domain registration information and subscriptions to website components and software. 7. Arrange for web hosting for cal4wheel.com and namrc.com, ensuring services are cost- effective, secure, reliable, and optimized. 8. Set up and assist with all association social media accounts, including Facebook, Twitter, Instagram, and YouTube. 9. Design and send regular email marketing campaigns and alerts to members. 10. Utilize Google Analytics for all online association activities, including both websites, SimpleBooklet, email marketing campaigns, etc. 11. Set up and assist with Zoom meetings for board, district and committee meetings as needed. There are 4 meetings every quarter.California Four Wheel Drive Association, Inc. Set up/assist with the association’s Square account, including creating user accounts for the volunteers, creating and editing items for sale, setting up catalog pages as needed, and generating reports. 13. Administer the association’s Microsoft Office 365 account, including user accounts, shared mailboxes, licenses, billing, shared documents, reports, forwarding rules, and assisting users with their accounts. 14. Create and send surveys using SurveyMonkey as requested 15. Manage the Cal4Wheel groups at groups.io. 16. Set up computers as needed for recording secretary and district secretary/treasurers. 17. Work with the database administrator as needed. Advocating for recreation since 1959 Request for Proposals Database Administrator Basic Function Contracted by the Board of Directors, the Database Administrator is under the supervision of the President and is responsible for the management of the association’s contact management/engagement cloud database (iMIS EMS). This includes membership management and billing, business and club directory, event registration and management, fundraising set up, management and reporting, online store product and order management, email marketing and templates, financial reporting, query and report writing, and web page content within https://cal4wheel.org. 1. Specific tasks include: a. Coordination with the service provider to include update management and submitting support tickets when necessary. b. Design and maintain web pages on cal4wheel.org, including member account profile pages, product, membership and donation pages, custom forms, and management dashboards. c. Maintain menu structure and shortcuts. d. Set up events, store products, donations, and memberships. Event set up includes setting up each registration option, questions, merchandise, event dashboards and reports, event confirmation email templates and controlling access to the dashboards and reports. e. Coordinate with event chairs to manage events, including disabling run choices and merchandise options, maintaining the list of committee registrants, and providing reports as requested. f. Maintain the board member committee, including adding and removing board members. g. Set up and maintain order confirmation, donation acknowledgments, event confirmation, invoice and email marketing templates. h. Set up and send marketing emails to club administrators, delegates and others as requested. i. Assist members who are having issues logging in, renewing, joining, auto-pay, event registration, etc.

Advocating for recreation since 1959 j. Maintain the dynamic groups that control access to certain parts of the database. k. Generate monthly membership billings. l. Manage auto-pay memberships and contact members when auto-payments fail. m. Design and edit SQL queries and reports, including providing reports to event and merchandise chairs, board members, and staff. n. Set up automated tasks as appropriate, including automated email reports to various volunteers, board members, and office staff. o. Maintain integrity of data, including monitoring for spam accounts and duplicates. p. Interface with merchant account vendors. q. Train and assist club administrators with the operation of the portal. r. Provide information to the In Gear editor as needed, including the In Gear mailing lists, active club and business member lists, new life members, donations received in a specified date range and any other information requested. s. Coordinate with the web page editor to share information regarding event registration links, artwork, email marketing lists, corporate sponsors and other information pertinent to the website at cal4wheel.com. t. Assist the office staff with technical issues, questions, reports, etc. Provide training to staff as needed, especially when new features and procedures are added. u. Submit a written report for the quarterly board meetings. v. Maintain in a conscientious and orderly fashion all files, artwork, photographs, and videotapes related to the website. Advocating for recreation since 1959 Request for Proposals QuickBooks Consultant Introduction The California 4 Wheel Drive Association (hereafter referred to as “Cal4” or “the Association”) is seeking to contract for consulting services to review our use of QuickBooks and our accounting procedures to recommend changes to our processes in order to streamline our accounting procedures and make them more efficient. Cal4 is a land use advocacy organization supporting responsible motorized recreation on public lands. We consist of 4-wheel drive clubs and individual members. We currently have approximately 4,000 members located mostly throughout California. Cal4 was incorporated in 1959 and is a 501c.7 “not for Profit organization”. Cal4 is headquartered in Sacramento, CA, with our corporate headquarters being located at 8120 36th Ave., Sacramento, CA 95824. Cal4 income is derived from membership dues, donations, 4-wheel drive events, our annual sweepstakes vehicle, and sales of Association logoed merchandise. Cal4 expenses include: Costs for fielding our statewide events, admittance to various shows and exhibits; Insurance for our events; Publication of our quarterly newsletter, Utilities and expenses on our corporate office; and Overhead for our Office Staff and contractors. Our staff includes: • A full-time Office Manager • A part-time Office Assistant • A contracted Webmaster • A contracted editor for our newsletter • A contracted Natural Resources Consultant Cal4 is governed by a volunteer Board of Directors consisting of 13 members who operate under our corporate by-laws and Standard Operating Procedures. Cal4 operates on a fiscal year that runs from July 1 – June 30.

Advocating for recreation since 1959 1.0 Project Overview/Objectives 1.1 Cal4’s accounting practices have evolved throughout the organization’s history and QuickBooks has been used in various capacities over about the past 20 years. 1.2 With the evolution of our accounting practices over many years and involvement of many different people of varying experience levels we are now finding our organization in a position with practices in place that may not be well optimized and/or efficient. 1.3 We find ourselves in a position where it is increasingly difficult to ensure that data is entered correctly and to ensure that the books are updated and reconciled properly into various accounts 1.4 We are therefore seeking a short-term consultant to review our bookkeeping procedures and use of QuickBooks to make recommendations for possible improvements to our process and procedures to make them more efficient and easier to use. 1.5 The selected contractor shall be at a minimum be QuickBooks Certified and have experience in/with: QuickBooks Online, cash accounting basis, Sales tax reporting, Payroll, third party applications integration with QuickBooks, year-end reporting, and 1099 preparation. 1.6 No follow-on work after this contract is currently anticipated. 2.0 Scope of Work 2.1 The selected contractor shall take direction (as necessary) only through the Cal4 Project Manager. 2.2 The selected contractor shall submit any Requests for Information (RFI) in writing to the Cal4 Project Manager. 2.3 The selected contractor shall review the Cal4 accounts to ensure that they are categorized optimally. 2.4 The selected contractor shall review Cal4 income and expenses, how it is entered and categorized. 2.5 The selected contractor shall review high level accounting for Cal4 events and how it is integrated into the accounting system. 2.6 The selected contractor shall review accounting for memberships and events that cross the fiscal year boundary and ensure that our process is optimized. 2.7 The selected contractor shall the integration of our accounting system with the Cal4 store and possible inventory tracking. 2.8 The selected contractor shall review our suite of “canned” reports in QuickBooks used for periodic reporting and make any recommendations for improvement.

Advocating for recreation since 1959 2.9 The selected contractor shall furnish all computers and tools necessary to conduct their reviews. 3.0 Task List 3.1 The selected contractor shall work with the Cal4 Project Manager who will arrange and be present for any required Cal4 Office Visits or conference calls required to interview Cal4 employees or contractors. This should include a kickoff meeting. 3.2 The selected contractor shall be granted short term access to the Cal4 online QuickBooks system. Note: The selected contractor shall be required to sign and agree to required Cal4 non-disclosure agreements. 3.3 Once the selected contractor has gathered the information, they need to conduct their reviews, they are free to conduct their reviews at a location of their choosing. 3.4 The selected contractor shall make recommendations to Cal4 on methods to improve our accounting and streamline our accounting and data entry processes. 3.5 An optional close out meeting may be scheduled by the Cal4 Project Manager and the contractor with selected members of the Cal4 project team. 4.0 Schedule 4.1 The kickoff meeting shall be scheduled within two weeks of the award of this contract. 4.2 This contract shall be completed within four (4) weeks of the completion of the kickoff meeting. 5.0 Deliverables 5.1 The selected contractor shall deliver a final report to Cal4 within five (5) weeks of the completion of the kickoff meeting. 5.1.1 The final report shall contain the following sections at a minimum: • Executive summary detailing what was reviewed by the contractor • Detailed findings on anything observed that Cal4 is not doing correctly • Detailed recommendations on what Cal4 needs to do in order to improve its accounting processes • Detailed recommendations on what Cal4 needs to do in order to improve its reconciliation of accounts

Advocating for recreation since 1959 • Detailed recommendations on anything Cal4 needs to do in order to improve its efficiency in bookkeeping • Detailed recommendations on any QuickBooks reports that need to be revised • Any other recommendations that the contractor has 6.0 Adoption Plan 6.1 The contractor shall provide input on how their recommendations from section 6.0 can be implemented. 7.0 Project Management 7.1 The contractor shall submit a payment schedule with their proposal. 7.2 All reporting shall be through the Cal4 Project Manager. 7.3 The Cal4 Project Manager shall sign off on all deliverables and approve any scope changes. Note: any scope changes that increase cost require approval of the Cal4 BOD. 7.4 Cal4 retains ownership of all information that is supplied to the contractor as part of this contract. 8.0 Success Criteria and Signoff 8.1 An optional close out meeting may be scheduled with selected members of the Cal4 project team. 8.2 The Cal4 Project Manager shall communicate any clarifications to the contractor that are required on the final report. 8.3 The Cal4 Project Manager shall sign off on the acceptance of the contractor’s final report. Advocating for recreation since 1959 Request for Proposals Natural Resources Consultant The California Four Wheel Drive Association, Inc. hereinafter referred to as the Association and/or CA4WDA is accepting proposals for a Natural Resource Consultant. Contract is for a term of up to one-year commencing on the anniversary date of hire, or multiple years on approval of the Board of Directors. OBJECTIVE: To find an NRC (Natural Resource Consultant) who will provide consulting services for Cal4Wheel regarding current issues involving California lands available for OHV through research and analysis of pending city, county, state, and government agency action, including but not limited to National Forests and BLM properties. The prospective NRC shall advise the Association of OHV/land use issues and provide recommendations regarding where resources should be expended. The successful contractor must be able to effectively communicate with government agencies and other OHV organizations to promote the Association’s land use positions. Advocating for recreation since 1959 NATURAL RESOURCE CONTRACTOR SELF-REQUIREMENTS • Must have business license. • Must possess business insurance. • Must provide consulting services to more than one client and/or be actively seeking additional clients. • Must operate through a legal entity. REQUIREMENTS OF NATURAL RESOURCE CONTRACTOR 1. Research and report on current OHV land use litigation. 2. Advocate on behalf of CA4WDA, including political/legislative work as necessary. 3. Recommend to the Board appropriate action on matters of land use and related subjects. 4. Serve as liaison between CA4WDA and Federal, State, and local agencies. 5. Inform and advise the Association of outside actions that may affect the interests of the Association and its membership, especially regarding OHV land use matters. 6. Submit an article detailing land use issues and activities for each issue of the Association’s In-Gear publication. 7. Represent the Association before various governmental agencies, other organizations, press, elected officials, and others when necessary. 8. Inform and advise the Board of Directors of governmental planning and regulations, whether impose or proposed, which affect the interests of the Association. 9. Research and maintain contact with other organizations where mutual interests exist and update the Association regarding issues of interest as they occur. 10. Have knowledge and keep abreast of the programs and procedures of the U.S. Forest Service (NSF), BLM (Bureau of Land Management), National Park Service, Fish and Wildlife Service, California Department of Fish and Game, California Department of Parks and Recreation, as well as other agencies and advise the Association regarding the same. 11. Attend and submit written reports for all Board of Directors and district meetings. 12. Maintain files, maps, photographs, plans and videotapes related to land use matters. 13. Submit a monthly report to the Association.
