PURPOSE: The charter of the Foundation is to acquire resources from public and private sources to develop programs supporting resource conservation, public education, four-wheel drive vehicle driving safety, and related areas. CHARITABLE NON-PROFIT: The Foundation is registered in California and IRS certified as a 501 (c)(3) charity non-profit corporation. A copy of IRS Letter of Determination is available upon request. BOARD OF TRUSTEES: The Board of Trustees governs the Foundation. It is made up of the president and the three vice presidents of the California Four Wheel Drive Association, plus two Trustees-at-large, one to five trustees representing businesses, agencies or individuals who provide financial or in-kind contributions to the Foundation. WHAT WE DO: The Foundation seeks grants to fund conservation and education projects related to four-wheel drive recreation throughout California. Such projects include resource conservation, public education, four-wheel drive vehicle driving safety, and related areas. President's Message Hello all and thank you very much for attending the 2023 California 4-wheel Drive Convention! First and foremost, I want to thank Amy Cave, this years chair and to all the volunteers that went above and beyond to put this years convention from a plan into reality. Without Amy and these hard working people behind the scenes, we would not have what you will experience this weekend! There is so much work to putting on this event, so if you see Amy walking around this weekend, please go say thank you and show her your appreciation for all of her hard work. This is an undertaking to say the least and she has done an incredible job -thank you Amy! I want to also thank the entire Board Of Directors for their tireless work over the past year as we have all been working our behinds off, tying up loose ends, streamlining how we do business and how we perform our core mission, keeping public lands public. Its been a marathon year to say the least and it wouldn't have been possible if it weren't for the hard work and dedication of all the BOD members. I also want to thank Mark Cave and Jim Bramham for their incredible service over the past year as district VP's -As Jim and Mark will relinquish their gavel to the new VP in their district with the New/Old BOD meeting this weekend. I want to thank both of you for all of your hard work and unbelievable insight and assistance this past year, you two are awesome! I know this won't be the last of them as they will be in the background helping their districts and this Association. Please be sure to give Mark and Jim your thanks when you see them walking through the halls. You can't have a convention without a raffle and I want to thank Robert Sherod and Erik White of Santa Rosa for taking on this immense task and all the people he roped into helping him. Be sure to stop by and see the team at the raffle booth and make sure to buy lots of tickets for some really great prizes. While you're there buying tickets for the raffle, you should also buy some tickets for this years awesome Win a Jeep built by Varossa Off Road! CAL4-WHEEL'S INDUCTEES IN THE OFF-ROAD MOTORSPORTS HALL OF FAME The Off-Road Motorsports Hall of Fame was established to recognize and honor those individuals and organizations whose lifelong contributions to off-road motorsports have set a standard for others to follow. Inducted 1979 Inducted 1979 Inducted 1979 Inducted 2004 Harry Buschert Harry served the off-road community as an advocate and as an inventor. Harry played an instrumental role in the founding of the Hemet Jeep Club. He also ran his own machine shop where he developed items such as side wheels, the positive action clutch linkage and conversions for Jeeps including rear axels and auxiliary gas tanks. Ray Moon Ray served as a land access advocate for motorized off-road users throughout the 1970s and 1980s. As CA4WDC Conservation Chairman, he worked on projects such as desert clean ups, rehabilitating natural springs, closing open mine shafts and protecting petroglyphs and pictographs. He was elected to serve as President of CA4WD in 1980. Mark Smith In 1953, Mark A. Smith and a small group of Rotarians and friends staged an annual Jeep vehicle trek across the Sierra Nevada Mountains by way of the old Rubicon Trail. The event has run continuously since then and the demanding off-road excursion traversing the Trail's ancient footpath soon became known the world over as the Rubicon Trail. Ed Dunkley Ed was one of the pioneers of 4-wheeling in the Pacific Southwest. He was recognized as an authority on the settlement of the American West. His passion for educating others on the importance of preserving the environment while enjoying all it had to offer. For 43 years he was an outspoken advocate for responsible land and trail use.

IOFF~ROAD1nsnm a ,-. IHAllii!FAME Inducted 2005 Inducted 2005 Inducted 2005 CAL4-WHEEL'S INDUCTEES IN THE OFF-ROAD MOTORSPORTS HALL OF FAME Roy Spuhler Roy was key to dune safety at Pismo Beach. In 1964 his ad hoc committee developed the first set of "Ten Rules of Dune Safety" and insisted that a flag be installed on every vehicle. Roy helped develop guidelines for the usage of the dunes and determining just how the local Pismo State Park was going to manage the resource. In 1964 he became one of the founding members of the Santa Maria 4-Wheelers. Ed Waldhem In 1984 Ed began serving on the Off-Highway Motor Vehicle Recreation Commission. He was an effective leader and participant during the formative years of this board. Ed attended over 200 meetings every year and has had a close working relationship with land management teams in California. The main building at the Hungry Valley State Vehicular Recreation Area was named in his honor. Larry Minor Larry joined the Hemet Jeep Club in 1962 and became active in competitive racing. In 1965, the California Four-Wheel Drive Association, the organization responsible for the rules that governed four-wheel drive sand competition at the time, released a new set of rules that restricted engine sizes. Working with Harry Bushert, who was also on the BOD of the CA4WDC, Larry proposed the addition of an unlimited four-wheel drive class.

Inducted 2006 Inducted 2010 Inducted 2014 Inducted 2015 CAL4-WHEEL'S INDUCTEES IN THE OFF-ROAD MOTORSPORTS HALL OF FAME Bob Ham Bob worked to preserve our rights to use the desert and other open lands and helped form the California Off Road Vehicle Association (CORVA). CORVA teamed up with a few clubs from the Bay area and Sacto. and about twelve Southern California buggy and Jeep clubs and started battling the "enviros", BLM, State Parks, Forest Service and the Legislature. Rick Pewe Rick's one overriding aspect of his contributions involves his nature of grounded teaching that has made him an influencer of trends. From being a 4x4 counterman to owning his own shop to working alongside magazine editors and ultimately becoming the Editor-in-Chief of "Petersen's 4-Wheel & Off Road" magazine from 2000- 2014, Rick has always quietly taught the ways of proper wheeling. Del Albright Del has dedicated over 33 years to working on trails, attending meetings, writing letters, joining, and starting organizations and meeting with legislators to effectively save access to public lands. He provided Recreational Leadership Training courses and Land Stewardship classes as tools for off road land use advocates to keep public lands open. Del was a principal founder of the Friends of the Rubicon. Chris Collard Chris' words and photos have been published around the world. Chris's career, which includes work for National Geographic Adventure, Four Wheeler, Hot Rod and Autoweek, has taken him through SO-plus countries and to every continent. Chris has focused on telling stories, bringing off-road competition and 4WD expedition travel to the public's front door.

Inducted 2016 Inducted 2018 Inducted 2019 CAL4-WHEEL'S INDUCTEES IN THE OFF-ROAD MOTORSPORTS HALL OF FAME Don Amador Don has written and Prepared comments and letters for the California Association of Four-Wheel Drive Clubs, Blue Ribbon Coalition, and the American Motorcyclist Association to better inform his fellow off-road enthusiasts on how to communicate with government legislators to help keep trails open. Don has crafted plans on a national level to combat unnecessary restrictions on off-road sports. Jim Bramham Jim has served the Association for more than thirty years as an off-road advocate. His presidency pushed the organization to the forefront of both state and national recognition and respect. Jim was extremely active in the creation of Friends of Oceana Dunes. The early framework that Jim helped create has led to maintaining OHV recreation in one of the most contentious environments possible. Steve Morris {The first President of CAL4WHEEL) Steve saw a need for an agency that would protect and represent the rights and needs of the off-road community. He was instrumental in the development and formation of the California Association of 4WD Clubs in 1959 and served as its first president until 1961. He helped develop the by-laws that the organization still follows today. In 1954 he participated in his first Jeepers Jamboree on the Rubicon Trail and over the years participated in 65 of 67 Jeepers Jamborees. Steve had dedicated his life to spreading the message on the beauty of Rubicon Springs. He became part owner, making sure the Rubicon Springs is available to everyone. One of the trail's most difficult obstacles "Morris Rock" was named after him.

Proposed "Range of Light National Monument" - A Threat to Public Access in Central California There are currently 15 National Monuments in California, encompassing 3.3 million acres of land. An issue of great concern for OHV enthusiasts is the proposed creation of three new National Monuments, and expansion of one existing monument: • Range of Light National Monument has been introduced as a proposed action in Congress (HR9600). It would comprise 1.4 million acres in the Central Sierra Nevada Mountains. • Chuckwalla National Monument has been proposed by a coalition of environmentalists; it would encompass nearly 700,000 acres from the southern border of Joshua Tree National Park, stretching along Interstate 10 from the eastern Coachella Valley all the way to the Colorado River. • Feather River Canyons National Monument has been proposed by a coalition of environmentalists known as the Friends of Plumas Wilderness, While the exact boundaries of the proposed monument are not well defined, it could encompass several hundred thousand acres in the Feather River North Fork and Middle Fork areas. • A proposed expansion of Berryessa Snow Mountain National Monument, located in Lake County, would increase the footprint of 330,000 acres by another 4,000 acres. If each of these proposed designations and expansions are implemented, the total land comprised within Monuments in California would increase by over 60% to encompass over 5.5 million acres. In California, we are currently witnessing attempts to shift large areas of National Forest and BLM managed public lands to National Monument status. The Range of Light National Monument is an example of this ... nearly the whole of Sierra National Forest - 1.3 million acres - would be swallowed by the new Monument. Where off-road enthusiasts enjoy opportunities to access National Forest lands for OHV and OSV recreation, Monument designation could (and historically, typically does) eliminate all recreational motorized access as most roads are decommissioned and turned into hiking trails. Some roads may be retained for management access across the Monument. However, all public vehicles are limited to "street-legal," and parking is restricted to designated trailheads, parking lots, or campgrounds. National Monuments either restrict or prohibit many forms of outdoor recreation, including OHV, OSV, rock hounding, rock climbing, mountain biking, and horseback riding, among others. Essentially, public access to National Monuments is restricted to foot traffic only, and limitations are imposed on camping. What can we do to stop designation of the Range of Light National Monument and other monuments? ► Talk about these issues with your fellow Cal4Wheel club members, family and friends, neighbors and co-workers. It is very important that we shed light on the truth of these matters to influence the "court of public opinion." ► Call Congressional representatives who are sponsors and supporters of each proposed Monument to voice your opposition. These calls can influence Congressional representatives to NOT vote to approve new Monument designations. Additionally, a comprehensive record of public opposition lays the groundwork for future legal battles when it becomes necessary to litigate a designation. ► Anytime that we have opportunities for citizens to engage in public comment on public land management plans, join in and submit a comment! Your membership in Cal4Wheel is already an asset in this ongoing fight to retain our access to our public lands. To grow this asset, recruit your friends, family, neighbors, and co-workers to join Cal4 as new members. Cal4Wheel's primary goal since the association's inception in 1959 has been to champion and preserve public access to public lands in California. From creation of the Dusy Ershim Trail, to retaining

rights to OHV access throughout the state, to battling to keep Oceano Dunes open, we have always and remain now hard at work to advance this critical goal every day.
